Macau Casinos Filed More Than 2,000 Suspicious Transaction Reports in the First Half of 2026

Macau's casino operators are flagging more suspicious transactions than at any point since the collapse of the VIP junket era, as rising visitor volumes push AML reporting across the city's gaming sector to new highs.

The Financial Intelligence Office, a unit of the Macau Unitary Police Service, released data on July 7 showing that the city's six licensed casino operators filed 2,018 suspicious transaction reports in the first half of 2026, up 8.7 percent from 1,856 in the same period of 2025. Across all sectors, Macau received 2,753 suspicious transaction reports in the first six months of the year, a 9.5 percent increase year-on-year.

Gaming continued to be the dominant source of suspicious transaction reports, making up 73.3 percent of the total. Financial institutions and insurance companies accounted for 19.1 percent, with 526 reports, while sectors made up the remaining 7.6 percent with 209 reports. During the period, the Financial Intelligence Office forwarded 54 of those reports to the Public Prosecutions Office.

The visitor volume context is significant. Macau recorded approximately 20.94 million visitor arrivals in the first half of 2026, up roughly 9 percent year-on-year, according to the city's Public Security Police.

The numbers put Macau's gaming sector on pace to match or exceed the record set in 2024, when operators filed 3,837 suspicious transaction reports for the full year, the highest annual total since the Financial Intelligence Office began keeping records in 2006. The 2025 full-year tally was 3,603, a slight decline from the 2024 peak, but still well above historical averages. With 2,018 reports in the first half of 2026 alone, the sector is running above the pace that produced the 2024 record.

The trajectory reflects a structural shift in how compliance infrastructure has adapted since the collapse of the large-scale VIP junket networks. At their peak in 2014, junket operators contributed up to 60 percent of Macau's total casino revenue and channeled enormous volumes of capital through a relatively small number of intermediaries. That model has effectively been dismantled. The AML reporting burden has redistributed accordingly, spreading across a larger volume of smaller, more fragmented transactions that operators are now required to monitor and flag individually.

The rising STR figures also coincide with tightened concession obligations. When Macau renewed the gaming concessions of its six licensed operators in 2022, the new terms included strengthened AML requirements, mandatory investment commitments, and expanded social responsibility provisions. The compliance apparatus surrounding the industry has grown considerably since then, and the STR data reflects that investment in detection systems.

At the end of March 2026, Taiwan's Public Prosecutor's Office indicted 10 individuals for using Macau casinos to launder 33 billion Taiwan dollars originating from illegal online gambling operations. The case illustrates how organized networks have adapted to the post-junket environment, using fragmented, smaller transactions across the casino floor rather than the large-scale capital flows that characterized the junket era.

For payment providers and financial institutions with exposure to the Macau market or to cross-border flows involving Chinese gaming revenue, the data carries a practical implication. Macau's AML reporting infrastructure is functioning and expanding, but the underlying risk profile of the market has not diminished. Whether the sector's STR figures hold above their 2024 record pace in the second half of 2026 will be a key indicator of how effectively compliance systems are keeping up with growing visitor volumes.
